How to normalize Cyrillic look alike characters in file name and XML content

I do not think so. "C" can be also Cyrillic character

1 Install notepad++
2 add hex editor plugin
3 open your xml file
4 Here are your Cyrillic characters

The file you provided do not have encoding  information eg encoding="UTF-8"

So we have to guess somehow, which is not ideal.

I have tweaked the Guessing Algorithm so it works with the files you provided.

That does not mean the next file you receive will not fail.

Better option is to have files in utf8 format with  <?xml version="1.0" encoding="UTF-8"?> part
