FYI I did try the step of installing ARIAL Unicode MS font, but it didn't resolve the problem

Can't really use the file you provided because I am not able to see the special characters

So I need another file, Excel might work or access

I have attached the file in my beloved CSV format , you can try opening in notepad++ and it should work fine
