Split Column to Rows for CSV file

I understand with Block transformation , I can split column into rows using Split function, is there a way to achieve the same with text file ?

I tried using SPLIT , but ran into few problems

1. Do I need to define the splits in advance ? Is there a setting to do automagically?
2. Once the split has taken how do I now generate 1 pair per director as csv
