Scheduled jobs stuck in submitted status

It might happen in certain situations.
For example you are running one action at the time every 5 minutes.
It takes 2 minutes to complete
Everything works fine.
Than one day execution stuck because the network sever is not available or third party application crashed etc.
Nothing else is being executed because the software is waiting for the current package execution completion.
This can be avoided by setting timeout.
It might not apply to your case because you have not provided us with any screenshots.
It is very difficult to provide support without them.
