HI Mike,
I have gone ahead and tried to follow directions , I have got it working without the URL Logger component (tomorrow on that)!!
Few observations for others who try this
1. While defining parameters , since logID is a string , I had to put it inside a quote like '7656145d-4ca1-4119-afc4-6e9a0bddb845'
2. Your name of report variable can be anything you want , not as per the video
3. In package action to run via command line , you have to enclose the variable defined LogID also inside a string
