EscapeQualifier in CSV TEXT Exports

I searched the support forum and I see a couple of people talking about this, but I could not find a solution.  I am querying a database and I am receiving data in columns, specifically columns with unescaped double quotes, that is being exported to a csv file just as it is receive in the database.  The column data looks like this ["LAST^FIRST^M^^"."].  I would expect if I exported this to a CSV text file to be ["LAST^FIRST^M^^""."].  I know Microsoft had an issue with their tools a while back and they added a EscapeQualifier switch to their products to add escape characters when necessary.  Is there something I can do in the product to get the same resolution?  I know I can probably build a custom transform, but shouldn't the product generate an RFC compliant export?  Hopefully I am just missing something here.  Thanks in advance for your help!

Expected value should escape all double quotes in the output with a double quotes [ "" ]

Expected Text File Output When Escape Qualifier Enabled = [ LAST^FIRST^M^^"". ]

Expected Column Output in Text File = [ "LAST^FIRST^M^^"".", ]
