Grouper Issue

I'm using Grouping to do 2 level grouping but it is not summing and grouping correctly. I have attached screen shots and the file using to group. I have tried different things but still the grouping isn't working correctly for me. Could you please help?

Looks like the data is not sorted (But I could be wrong in my assumption).

Grouper does not perform sorting, it is recommended to sort data first

I thought that is the case so I sorted then used grouper and got the same results. I will continue trying different things, maybe pivot first?
