SFTP Monitor isn't working

I've uninstalled and reinstalled the service, set the credentials to the same ones as our execution agent, started the service and set to automatic, created and enabled the ftp monitor, pointed it at an ftp location looking for a specific file. If it sees it, it should send me a test email. I've also enabled the monitor in the maintenance tab. What am I missing?

Can anyone help with this please?

Looks like it is opening and closing without finding anything

All monitors react to events eg they ignore existing files.
In the case of FTP monitor, it reacts to files with the newest modification date
For example
file mask is 1.txt
1 the monitor starts and stores 1.txt last modification date in a variable
2 monitor periodically checks the directory
3 if a user uploads a new version 1.txt with modification dale later than recorded at step 1 event is fired

I've tried deleting the file off the ftp and reposting it as well as creating the file on the ftp. Neither is working. I've even tried pointing the monitor at a new folder containing nothing, setting a "*" mask and posting the file to there

But is still the same file with the same modification date.
