When was OBJECTS_TREE table without READ_ONLY field created?

You should be able to see it in PLSQL Developer

I reran the Repository Creation tool today after the initial error message. But what's strange is that if I change to the Test TNSnames, VI has no problem.

Try rerunning it again.

Check the connection details
Drop the tables first.
Check in PLSQL Developer that they actually dropped
Create tables
Check if OBJECTS_TREE table has READ_ONLY field
