xml processing utf-8 file

Attached is an xml file that is attempted to be processed using VIE.

I do not seem to be getting any results however. Based on what I can determine this is based on the UTF-8 format the file is encoded it.

Also attached is an excel file with it's interpreted values (I cannot seem to get any results from VIE).

Please let me know what options (if any) there are to process this data file.

you will need to remove the .txt extension to get the .xml file

You would need to transform your XML into more readable format using XSLT
