It would be great to have telegram object in package creation.

It would be useful to understand what are you going to use it for.
Telegram API is huge.

We use Bot to communicate with people: you subscribe to abot and you get info from there.
For example, in the package system you could use it in the same way as there are sms or mail.
If you implement the Telegram API I think that it is "huge" but if you use only the Bot API I don't think that it's true: we already have it on a linux box with nagios and it's working very well.
Note that afaik all of the new systems giving feedbacks via smartphones are implemeting it.

The internal release is able to receive and post telegram messages via bot api.
