I downloaded the current 64b and 32b software this morning to install on our test serverI wanted to test if the 64b would workI put in my credentials and they failedthinking my credentials must be for 32b, i uninstalled the 64brebooted the serverinstalled the 32b and got the same errorsee pnghas something changed?

The key is for Visual Importer ETL Enterprise.
You uninstalled Advanced ETL Processor Enterprise which I can clearly see from the screenshot provided.

Downloaded the correct versions
installing the 64b
installation of new repository
then took latest etl backup from 32b and restored to 64b
getting attached error

I assume you have run repository creation wizard?

Was it SQL server backup or our software backup?

Looks like you need to patch the repository...
