Converting Excel file to xml

I have an input excel file which needs to be converted to an XML file. The target xml of a specific format, has additional columns of default value, other than columns in the input xls and also column names which are different from the input xls file.

How can we create this source to target?

Data can be extracted from the entire Sheet or just from the data range.
