Arrange string into several columns from a delimited file

I have an old source file that is arranged by placement of character per row (and uses spaces to fill in gaps), instead of CSV. Is there any to split these data? In each row of string the first character should be extracted as the first column, the second column starts on the 5th character the third column to the 17th character and so on.

For example:

101 13B MAIN ST HANDOVER
102 186 MORRISEY CIR IPSWICH
103 1 INFINITE LOOP BOISE

Not sure that I understood your question correctly but here is my attempt to transform the data.
For me it looks like you are dealing here with fixed width file

Actual transformation is attached, extract all files into c:\tmp folder and open sample.ats file
