Can't delete zip file / folder was created by mdspeirs

Windows 7 64 bit
MSSQL repository
steps
1. download zip files from ftp server
2. unzip
3. do stuff with unzipped files
4. moved unzipped files to "processed" folder
5. attempt to delete the original zip files from step 1,this fails because the file is locked.
It will delete files that it hasn't used this time.
