Report tree and Object Inspector outside the repart design page

I'm not sure how this happens but when I open any report, the report tree and object inspectors opens outside the report design page and I'm unable to click any where in those areas. I can still make changes to the report itself but not the tree and inspector - see attached. I have uninstalled and reinstalled ATE but that didn't work. I'm using version 5.3.1.27

Note: this happens when I open the report from the item list but when I open it from the menu list it is fine

To reset settings close application and delete options.ini file from the same directory

I don't see that file in the ATE directory

Any other ini files?
